I contacted Christine Heinrichs, she is SPPA Historian, to help me with identification.
Here her response: My first impression is that he is an Old English Game.
Old English Games are a classic foundation breed. Note that Sand Hill Preservation Center has one on its logo. The one on the logo has a comb and the one in your photo does not because for exhibition purposes, combs on games are dubbed, that is, cut off. It's a custom that goes back to their fighting history, when the comb could be a vulnerable point for a fighting rooster. The opponent could grab it and toss him around. So all game roosters are now dubbed for showing.
